OUR VISION
Burton Policy Consulting, LLC brings together a practical and experienced team of independent consultants to help public and private sector clients navigate the opportunities and challenges of the rapidly changing health care environment. Our passion is improving health care through commonsense health policy development, the use of data to drive health care improvement, and program implementation.
Since 2011, we have supported state and local governments, health information exchanges and private organizations navigate complex Medicaid, hospital payment, and care delivery reforms—bringing experience in data, governance, and multi-agency collaboration. Our team has supported major policy, operational, and data initiatives within and alongside partners, including global budgets, Medicaid redesign, statewide care transformation efforts, and implementation of health information exchange use cases.
We typically serve as close partners, working directly alongside or embedded in client teams. Our approach emphasizes highly collaborative, long-term relationships, practical solutions grounded in operational and political realities, and flexible support as needs evolve.

Data Analysis and Translation
Our team supports our clients in framing analytic questions, executing analysis, and translating findings into context. Analytic team members understand how to use different data to answer questions. We partner with technical data partners. We bridge the gap between academic studies and data programming to have a practical approach to using data to answer questions and provide direction.
State Health Reform Support
At Burton Policy Consulting, we draw on our experience as state policy makers to support our public and private sector clients. We develop and implement policy change through stakeholder engagement, process management, strategic goal development, writing and editing, and understanding of complex policy environments. We partner with clients to develop solutions that draw on our understanding of federal and state policy levers and dynamic policy priorities.
Strategic Advising
We support our clients’ development of strategic goals and plans by providing an understanding of the public policy context, opportunities, and challenges. Our team is well qualified to serve as a sounding board to guide clients’ informed decision-making. We support clients to think beyond immediate challenge towards long term more sustainable goals.
Data Collaboration and Infrastructure
Our team has experience working with multi-entity data collaborations to support health care improvement and analysis. We have supported clients to align HIE, Medicaid, public health, and hospital datasets through coordinated governance. We have advised on governance frameworks and approaches to consent management.
Project Management and Support
We provide hands-on project management, often embedded in client teams and workflows. We support a broad range of projects, including implementation of new data uses cases for HIEs and supporting clients with large comprehensive funding and policy proposals, writing, project management, idea creation, development and execution.
